Suggestions for Handling on the Scene:

Take a deep breath to calm your emotions and handle the situation calmly.

Check if anyone is injured, call 119 to provide aid, and set up warning signs to prevent secondary accidents (you may ask bystanders for help).

Preserve the scene and notify 110 to request police assistance.

While waiting for the police, do not move anything at the scene.

Check for witnesses or other vehicles nearby and note down their names or license plate numbers.

Record the other party's name and contact information, verify their ID card or driver’s license, and exchange business cards.

If you have a camera, take photos of the scene and vehicle damage from multiple angles. This photographic evidence has strong credibility for restoring the facts.

Before signing the "Traffic Accident Scene Investigation Report" or any records completed by the police, ensure all reported details are accurate to protect your rights.
Civil Compensation:
If no one is injured or killed and only vehicle damage or property loss occurs, the case is considered civil.
Parties involved should coordinate compensation on their own or entrust the matter to their insurance companies. If settlement fails, apply to the local mediation committee for resolution or file a lawsuit in the civil court (police cannot intervene in civil compensation issues). Civil cases ("no complaint, no investigation") require individuals to act according to the law without police involvement or reminders.
Analysis of Responsibility:
After handling the traffic accident scene, investigation data is consolidated the following day for responsibility analysis. If you wish to know the analysis results, visit the Traffic Accident Handling Unit (1F, No. 1 Beiping East Road, Taipei) within 10-15 days during office hours.
Temporary Receipts and Custody of Documents (Including Driver’s License, Vehicle Registration, License Plate, or Vehicles): When querying the results of responsibility analysis, if no violations are found, present the temporary receipt to retrieve the stored items. If there are violations, collect the violation notice from the service staff and go to the designated location to process the penalty (pay the fine to retrieve the stored items).
Criminal Injury and Fatality Reporting:
For injuries or fatalities, proactively request investigation at the local police station or the district prosecutor’s office.
Accidents Involving Foreign Nationals:
Foreign nationals should contact the Taipei City Police Department Foreign Affairs Service Office (Phone: 2556-6007, 2555-4275 FAP).
Military-Related Accidents:
For accidents involving military personnel, report to the local military police unit.
Hit-and-Run Cases:
If the other party flees the scene:
Report immediately to the traffic unit and wait at the scene for assistance.
After reporting or the initial handling of the scene, the traffic unit will first notify the hit-and-run vehicle’s owner via registered mail, then inform the driver to arrange an investigation time.
Reporting parties will also be notified by phone to appear for explanation within approximately 10-15 days. Ensure you provide accurate contact information and wait for the traffic unit’s notification.
For minor collisions:
Resolve disputes on-site with mutual agreement to avoid accusations of hit-and-run, which carry heavy penalties and risk of extortion.
If the other party’s compensation demands are excessive or they refuse a settlement, report to the police to prevent false accusations of hit-and-run.
If the other party uses violence and you flee the scene out of fear, report to the police immediately to avoid being accused of hit-and-run.
